Hi, there's probably no clear answer to your question available in docs. One thing you got is correct though. MeeGo is a separate distro (rather than being based on Debian/Fedora) and uses upstream kernels. Perhaps you can look a little deeper into the source repos and also meego-dev mail archives for additional info.
The general idea is that the core OS parts are mostly coming around areas from Moblin and the closer to UX components. This isn't entirely accurate on all cases. But as you might already know MeeGo Netbook UX 1.0 is mostly based on work towards Moblin.
Add what we already know about MeeGo such as upstream kernel, RPM based package management (i.e. rpm, yum & zyppr) with PackageKit, Qt based app developer API, support for GTK+/Clutter (at least for now in Netbook UX), ConnMan to handle network connectivity, Btrfs as the default FS (in Netbook UX),... etc. you get a fair idea of where it's headed. In short, a direction of its own.
